Last week, our team supported Migori County in preparing for the rollout of Neoguard, Neopenda’s neonatal monitoring solution, as part of the county’s wider commitment to adopt and scale high-impact health innovations. NeoGuard is among the county’s prioritized health innovations for immediate adoption due to its potential contribution to the projected neonatal outcomes. With a focus on facility-level integration readiness, a practical-oriented training led by Neopenda was held at the Migori County Referral Hospital, with participation from the Facility Leadership and Maternity and Newborn Unit technical teams.

Migori County is among the LREB counties that are implementing the Public Sector Scaling (PSS) of Innovations through the Mountain Model Framework. Insight Health Advisors provides technical guidance to enable counties to articulate innovation demand, budget for procurement, and sustainably integrate priority innovations into existing health systems.
The adoption of NeoGuard by Migori County is a significant step towards strengthening neonatal care. Continuous, real-time monitoring of newborns enhances early detection of complications, supports timely clinical intervention, and ultimately contributes to improved neonatal survival and quality of care. These outcomes remain a priority for county leadership.

This progress is a powerful reminder of what happens when innovations match priorities of the public health system, and counties are offered structured pathways to public sector adoption and scaling of innovations. Through the Mountain Model Framework, Insight Health Advisors will continue supporting Migori County to fast-track adoption and scale of other priority innovations that align with the County Health Agenda.

The PSS project promises to strengthen public sector readiness, unlock sustainable adoption of proven innovations, and build long-term systems that allow counties to independently scout and scale solutions that improve health outcomes for their populations. Thus, Migori is one example of innovation moving from promise to practice, a leap into strengthening county health systems.
